He has an eerie fascination with Poison Pokémon, and the utter pain and horror they can inflict on others; to this end, he has manufactured his own potions and antidotes, and specializes in crippling his opponents in battle.

In true ninja fashion, Koga lived a magnificent double life; not only was he the Gym Leader of Fuschia City, but also a high-ranking member of Team Rocket. Along with fellow Gym Leaders, Lt. Surge and Sabrina, Koga was absolutely loyal to Giovanni's cause; even training his own daughter, Janine, to become the next in line...

Whether it was a catastrophic accident or a setup, he didn't know, but Koga soon found himself abandoned by his master, after a mission that didn't go over too well. Betrayed, Koga learned that his identity as a member of Team Rocket could be revealed to the region, which meant that he couldn't continue as a Gym Leader.
Having a daughter and a sister, Koga left the gym in their care, before he left his city, on the pretense of going to train... but in reality, he simply needed to find out where he'd go. As a ninja, he could go anywhere undetected, so right now, his location remains unknown.
