Originally from Unova, Surge was always fascinated by the life of a soldier, which is why he enlisted in the army as early as he could. After participating in a war that took place in several regions from his home, once it was finished, Surge decided to settle down in this new region; Kanto.
His talents during the war recognized, he was given the rank of lieutenant, and offered the position as Gym Leader of Vermilion City, where he could train his favorite type of Pokémon; Electric types. For a while, Surge faced off against a lot of aspiring trainers, and crushed them underneath his army boots.
Eventually, however, he grew bored with this simple life, wanting to return to the exciting days of the wars he had fought in. That was where a man called Giovanni came in. In exchange for working in his organization, Team Rocket, Giovanni would supply Surge with enough entertainment to keep him occupied for as long as he wanted. Thus, along with two other Gym Leaders, Lt. Surge became one of Team Rockets powerhouses, whilst still working at the Gym.
