Io is a ruthless woman who stops at nothing to get in her way, wither it be ally or foe. She's a commander of Team Galactic, a lesser known one, contrast to the others, she's not as loyal, but she does still follow Cyrus' orders. Io is a deadpan snarker, making dry comments of various situations.

Brainwashing her, Io has the girl as her underling over the years.
